One million children in Sahel at risk, UNICEF warns (Reuters)

GENEVA (Reuters) ? More than 1 million children in the Sahel are at risk of severe malnutrition and urgent action is needed to avert starvation akin to that in Somalia, the United Nations Children's Fund (UNICEF) warned on Friday.

The agency appealed for $67 million for 8 countries in the region where it said instability fueled by increasing activities of al-Qaeda and Boko Haram was compounding humanitarian needs. They are Burkina Faso, Chad, Mali, Mauritania, Niger and the northern regions of Cameroon, Nigeria and Senegal.

"In the Sahel we are facing a nutrition crisis of a larger magnitude than usual with over 1 million children at risk of severe, acute malnutrition," Rima Salah, acting UNICEF deputy executive director, told a news briefing.

"The countries in the Sahel, for example, if we do not now attend to their needs, it will become like Somalia and other countries," she said. "We have to prevent it before it becomes a disaster."

She was referring to the anarchic Horn of Africa country where the U.N. says 250,000 still live in famine conditions due to drought and conflict and a total of 4 million need aid.

More than nine million people in five countries in Africa's Sahel region face food crisis next year, following low rainfall, poor harvests, high food prices and a drop in remittances from migrants, aid agency Oxfam said last month.

The funds for the Sahel, for an initial six-month phase, will provide therapeutic feeding to malnourished children and campaigns to prevent the spread of epidemics including cholera. Some families will receive cash to cover higher food prices.

It is part of UNICEF's overall appeal of $1.28 billion for 98 million women and children in 25 countries. Somalia and other Horn of Africa countries (Djibouti, Ethiopia and Kenya) account for nearly one-third of the total amount sought.

"There is growing instability in the Sahel region, fuelled by the Arab Spring and increasing activities of al-Qaeda in the Islamic Maghreb and Boko Haram, all compounding the humanitarian needs of children and women in the region," UNICEF's report, "2012 Humanitarian Action for Children," said on Friday.

The Libyan civil war might have given militant groups in Africa's Sahel region like Boko Haram and al Qaeda access to large weapons caches, according to a U.N. report released in New York on Thursday.

The U.N. report on the impact of the Libyan civil war on countries of the Sahel region that straddle the Sahara - including Nigeria, Niger and Chad - also said some national authorities believe the Islamist sect Boko Haram, which killed more than 500 people last year and more than 250 this year in Nigeria, has increasing links to al Qaeda's North African wing.

Fed unlikely to raise rates until at least 2014

(AP) ? The Federal Reserve assured consumers and businesses Wednesday that they'll be able to borrow cheaply well into the future.

The Fed said it's unlikely to raise its benchmark interest rate before late 2014, extending its time frame by at least a year and a half. The Fed said record-low rates are still needed to help boost an improving but still sluggish economy.

Stocks, which had traded lower all day, quickly recovered their losses. The Dow Jones industrial average, which had been down about 60 points before the announcement, was up just three points shortly after it.

The central bank has kept its key interest rate at a record low near zero for three years. Later Wednesday, the Fed will release its quarterly economic forecasts. For the first time, those forecasts will show when policy members expect the first increase in the benchmark interest rate.

The Fed said in a statement after its two-day policy meeting that the economy is growing moderately, despite some slowing in global growth. It held off on any other new steps to boost the economy.

The statement was approved on a 9-1 vote. Jeffrey Lacker, president of the Richmond regional Fed bank, dissented, saying he objected to the new time frame for the next rate increase.

The extended timeframe is a shift from the Fed's previous plan to keep the rate low at least until mid-2013. Some economists said the new late-2014 target could lead to further Fed action to try to invigorate the economy.

Fed Chairman Ben Bernanke will discuss the Fed's forecasts and Fed policy at a news conference later.

Beyond the adjusted outlook for interest rates, Wednesday's statement tracked closely to the Fed's previous comments about economic conditions.

The central bank used the same language in describing Europe's debt problems and the impact on the world economy.

The economy is looking a little better, according to recent private and government data. Companies are hiring more, the stock market is rising, factories are busy and more people are buying cars. Even the home market is showing slight gains after three dismal years

Still, the threat of a recession in Europe is likely to drag on the global economy. And another year of weak wage gains in the United States could force consumers to pull back on spending, which would slow growth.

The Fed has taken previous steps to strengthen the economy, including purchases of $2 trillion in government bonds and mortgage-backed securities to try to cut long-term rates and ease borrowing costs.

The idea behind the Fed's two rounds of bond buying was to drive down rates to embolden consumers and businesses to borrow and spend more. Lower yields on bonds also encourage investors to shift money into stocks, which can boost wealth and spur more spending.

Some Fed officials have resisted further bond buying for fear it would raise the risk of high inflation later. And many doubt it would help much since Treasury yields are already near historic lows. But Bernanke and other members have left the door open to further action if they think the economy needs it.

The Fed said it would keep its holdings of Treasury securities and mortgage-backed bonds at record levels and continue a program to further drive long-term rates lower by selling shorter-term securities and buying longer-term bonds.

The Fed announced no further bond buying efforts. But it held out the possibility of doing more. It said it was prepared to adjust its "holdings as appropriate to promote a stronger economic recovery in the context of price stability."

Many economists believe the Fed will launch a third round of bond buying, possibly as soon as its next meeting in March, especially if Europe's debt problems pose a bigger risk to the U.S. economy.

5 police shot dead in town outside Mexico City (AP)

VALLE DE BRAVO, Mexico ? Five police officers were fatally shot after they stopped a vehicle in a town outside Mexico City, authorities said Tuesday.

Mexico State prosecutor Alfredo Castillo Cervantes said the municipal officers from the town of Ixtapaluca had stopped the vehicle when a taxi and a van pulled up and a group of attackers opened fire with high-powered weapons.

A member of La Familia Michoacana drug cartel who police say was responsible for collecting extortion money from bars in the area was killed in the Monday attack. Another man was shot in the head and is at a hospital under police guard, Castillo said.

Investigators think the men may be the suspects originally stopped by the officers.

Police are still trying to determine why the officers stopped the vehicle and whether they were in a negotiation with the men in the car when they were attacked. Witnesses told investigators the officers talked for several minutes with the pair before the assailants arrived, Castillo said.

La Familia, based in Michoacan state, has been spreading to Mexico state and neighboring areas as they wage a turf battle with former allies.

As Kelly Clarkson kicks off 2012 with her highly anticipated Stronger tour, MTV News caught up with her opening act, singer/songwriter Matt Nathanson.

Clarkson fans may recognize Nathanson from his single "Come On Get Higher," which received heavy radio play in 2008 and then again with 2011's "Faster." For someone who hasn't heard his music yet, it can best be described as acoustic rock with a squeeze of country and a pop garnish. He cited a wide range of musical influences including U2, Poison, White Snake, Def Leppard, Bon Jovi and Van Halen.

Nathanson will also be playing several headlining shows while he tours with Clarkson. He opened up about different being an opening act is compared to having your own show.

"Opening shows are more like you've got to go out and win them over," he said. "It's like clubbing people over the head and dragging them back to your cave. It's like a prize fight. You go out and just grab them and drag them back and make them yours."

"When I have a headline show, I think of it as a party and I'm sort of like the host," he explained.

The tour is already underway in the U.S., and Nathanson says he's having a great time.

"There's always a moment where you walk out to someone else's audience and you don't know what you're going to get," he described. "Kelly's audience is different than my audience, and it takes them a while to get used to me and me a little while to get used to them. And then once you make that connection, you're in. It's fun!"

Nathanson is currently touring to promote his latest album, Modern Love, and will stick with Kelly for the remainder of her North American leg of the tour.

Italian divers find body in cruise ship corridor (AP)

ROME ? The body of a woman wearing a life vest was recovered by Italian coast guard divers Saturday from a narrow underwater corridor of the capsized cruise ship Costa Concordia, raising the death toll to 12 in the week-old accident that has sent some light fuel spilling into the Mediterranean off Tuscany.

Coast Guard Cmdr. Cosimo Nicastro told The Associated Press that the victim was found during a particularly risky inspection of an evacuation staging point at the ship's rear.

"The corridor was very narrow, and the divers' lines risked snagging" on objects in the passageway, Nicastro said. To permit the coast guard divers to get into the area, Italian navy divers had preceded them, setting off charges to blast holes for easier entrance and exit, he said.

The woman's nationality and identity were not immediately known.

Before the corpse was found, 21 people were listed as missing. One of the women on the list is a Peruvian crew member, the others are passengers.

Three bodies were found in the waters near the ship in the first hours after the accident' since then the rest of the victims have all been found inside the Concordia, apparently unable to get off the ship during a chaotic evacuation via lifeboats and later by helicopters. Some survivors jumped off and swam to safety.

The Concordia hit a reef and ran aground on Jan. 14, while passengers dined, about two hours after the ship had set sail from the port of Civitavecchia on the Tyrrhenian Sea. Costa Crociere has said the captain had deviated without permission from the vessels in an apparent maneuver to sail close to Giglio, a Tuscan island, to impress passengers aboard.

Search and rescue efforts for survivors and bodies have meant that an operation to remove heavy fuel in the Concordia's tanks hasn't yet begun, although specialized equipment has been standing by for days.

On Saturday, light fuel, apparently from machinery aboard the capsized Costa Concordia, was detected near the ship.

But Nicastro said there was no indication that any of the nearly 500,000 gallons (2,200 metric tons) of heavy fuel oil has leaked from the ship's double-bottomed tanks. He said the leaked substance appears to be diesel, which is used to fuel rescue boats and dinghies and as a lubricant for ship machinery.

There are 185 tons of diesel and lubricants on board the crippled vessel, which is lying on its side just outside Giglio's port. Nicastro described the light fuel's presence in the sea as "very light, very superficial" and appearing to be under control.

Although attention has been concentrated on the heavy fuel oil in the tanks, "we must not forget that on that ship there are oils, solvents, detergents, everything that a city of 4,000 people needs," Franco Gabrielli, the head of Italy's civil protection agency, told reporters in Giglio.

Gabrielli, who is leading rescue, search and anti-pollution efforts for the Concordia, was referring to the roughly 3,200 passengers and 1,000 crew who were aboard the cruise liner when it ran into the reef, and then, with sea water rushing into a 70-meter (230-foot) gash in its hull, listed and finally fell onto its side.

Considering all the substances aboard the Concordia, "contamination of the environment, ladies and gentlemen, already occurred" when the cruise liner capsized, Gabrielli told a news conference.

Vessels equipped with machinery to suck out the light fuel oil were in the area, officials told Italian TV.

Earlier on Saturday, crews removed oil-absorbing booms used to prevent environmental damage in case of a leak. Originally white, the booms were grayish.

Divers resumed their search of the wreckage Saturday after data indicated the cruise ship had stabilized in the sea off Tuscany. Italian news reports said that the divers were also trying to locate the captain's safe, in case it might contain documentation useful to the criminal probe.

The Italian captain, Francesco Schettino, is under house arrest for investigation of alleged manslaughter, causing a shipwreck and abandoning the ship before all were evacuated. Schettino insists he helped coordinate the evacuation from Giglio's docks after leaving the ship when the Concordia lurched to one side.

The search had been suspended Friday after the Concordia shifted, prompting fears the ship could roll off a rocky ledge of sea bed and plunge deeper into the sea. An abrupt shift could also cause a leak in the Concordia's fuel tanks, polluting the pristine waters around Giglio, part of a seven-island Tuscan archipelago.

Guatemala ex-dictator must appear in genocide case (AP)

GUATEMALA CITY ? Former dictator Efrain Rios Montt must appear in criminal court in a genocide case involving crimes against indigenous Guatemalans during his de-facto government in the 1980s, a federal prosecutor said Saturday.

The retired general must declare on Thursday before Judge Carol Flores, who will decide whether to go forward with genocide charges, prosecutor Manuel Vasquez said.

"We have sufficient evidence for charges of genocide and crimes against humanity," Vasquez said.

Rios Montt ruled Guatemala from 1982 to 1983 after a military coup and has been accused of mounting some of the worse massacres of the 1963-1996 civil war. He had legislative immunity until his recent term as a congressman expired on Jan. 14.

Rios Montt has said he operated in a war and is willing to face justice.

In the case in question, the military is implicated in at least 100 incidents involving at least 1,771 deaths, 1,400 human rights violations and the displacing of least 29,000, Vasquez said.

The case involves the country's first genocide charges against retired generals Mauricio Rodriguez Sanchez and Hector Mario Lopez Fuentes, the army chief of staff under Rios Montt.

Crimes against humanity charges were suspended earlier this month for retired Gen. Oscar Humberto Mejia, the defense minister for Rios Montt who later deposed him to take over the presidency. The court determined that Mejia doesn't have the physical or mental faculties to go to trial.

Rodriguez and Lopez have also claimed health conditions have kept them from court proceedings. All are in their 80s.

The armed conflict in Guatemala ended in 1996 after three decades with the signing of a peace accords between the government and leftist guerrillas. The conflict left more than 200,000 dead and missing, according to a U.N. report, 93 percent of them by state forces and paramilitary groups.

The 1992 Nobel Peace laureate Rigoberta Menchu also has accused Rios Montt of genocide in a Spanish court.

UK Muslims convicted in landmark gay hatred case (Reuters)

LONDON (Reuters) ? Three British Muslim men were found guilty on Friday of stirring up hatred by distributing leaflets calling for the death of homosexuals in what prosecutors said was a landmark case.

The men, from Derby, had posted and handed out pamphlets near their local mosque with the title "Death Penalty?" featuring a mannequin hanging from a noose and saying gay people would to go to hell.

The leaflets were part of a protest by a group of Muslim men against a forthcoming Gay Pride parade in the city.

Ihjaz Ali, Kabir Ahmed and Razwan Javed became the first people in Britain to be found guilty under a law introduced in 2010 making it an offence to stir up hatred on the grounds of sexual orientation.

The jury at Derby Crown Court heard how one witness had felt he was being targeted and feared he would be burned, said Sue Hemming from the Crown Prosecution Service.

"While people are entitled to hold extreme opinions which others may find unpleasant and obnoxious, they are not entitled to distribute those opinions in a threatening manner intending to stir up hatred against gay people," she said in a statement.

"This case was not about curtailing people's religious views or preventing them from educating others about those views; it was that any such views should be expressed in a lawful manner and not incite others to hatred."

Gay rights group Stonewall said the case vindicated their call for specific legislation to protect homosexuals.

"We're satisfied to see these extremists convicted for distributing offensive and inflammatory leaflets that suggested gay people should be burnt or stoned to death," said Ben Summerskill, Stonewall Chief Executive.

The men will be sentenced on February 10.

Maldives journalists say gov't intimidating them (AP)

COLOMBO, Sri Lanka ? The Maldives government is threatening and harassing the media over their reporting of a political crisis and the military's arrest of the nation's top criminal court judge, a journalists' group said Thursday.

The Maldives Journalists' Association said in a statement that television stations are being penalized for airing opposition politicians' comments that authorities perceive to be lies.

An independent regulator, the Maldives Broadcasting Commission, accused the communication minister of threatening to withdraw frequencies of television and radio stations after he accused the commission of failing to monitor media.

Communication Minister Adil Saleem denied the allegations of harassment but said that he told the commission that he may have to withdraw media frequencies until the commission works out a mode for proper monitoring.

Judge Abdulla Mohamed was arrested Monday after he released an opposition leader who had been detained without a warrant. He is still under military custody despite the supreme court and the prosecutor general calling for his release.

MJA President Ahmed Zahir said the government has been unhappy over the media reporting on alleged corruption, mismanagement and the arrest, and live telecasts of opposition protests.

"The responsibility of a remark or a comment made by an individual or a political party shall be undertaken by themselves, but not by the broadcaster or the publisher," the MJA said. "Media is only a vessel which carries comments and interviews of both the government and the opposition."

The broascasting commission also said that the minister had no legal power to suspend or revoke a broadcasting license.

"We are concerned that the recent attempts to intimidate the media both directly and indirectly will result in grave consequences to the maturing process of an infant industry," the commission said.

Saleem said of the alleged intimidation, "We are for media freedom, we are for democracy. All we are saying is not to deceive the public."

Saleem said he felt some television stations were using old video clips to exaggerate crowds during live coverage of opposition protests.

On Thursday about 500 protesters gathered in capital Male to demand the release of the judge and a halt to arbitrary arrests. "No to dictatorship. We want justice," they cried.

Maldives was under 30-year autocratic rule until the government of former pro-democracy political prisoner President Mohamed Nasheed was elected in the country's first free elections in 2008.

The current crisis arose after opposition politician Mohamed Jameel Ahmed in a television interview allegedly accused Nasheed's government of trying to undermine Islam with the support of Christians and Jews. Islam is the official state religion of Maldives, and practicing other faiths is banned.

Police have brought Ahmed before court three times on allegations of hate speech but the court has freed him on all occasions.

The Maldives government has warned of rising Islamic extremism in this Indian Ocean archipelago of 300,000 people.

The iPhone could be just one killer app away from beating Android (Appolicious)

Through the course of writing about mobile apps and their platforms, a lot of numbers get published that suggest who is beating whom in terms of market share between Apple?s iOS platform and Google?s Android operating system. The back and forth is important because things like market leadership and penetration are the macro view of the app story. The more people using iOS or Android, the more apps get made for them, and the more money invested in making those platforms better in order to keep business working. But the constant back-and-forth can get a little tedious.

Recent numbers released by research firm Nielsen, however, suggest that while Android is the dominant platform on the planet, Apple?s iOS always has a little juice left in the tank that could help it do something no one expects. By all accounts, Android should only grow larger as it spreads out across the world, fine-tunes its operating system and experience and gathers more partners in carriers and device makers. But then, every so often, Apple kicks on the afterburners and reminds everyone that it?s too early to call the race.

The most recent afterburner?s name is Siri.

Driven by the new iPhone

As PC World reports, Nielsen?s latest survey focused on new smartphone owners in the fourth quarter of 2011 in the U.S. Among people who bought new smartphones in December, 44.5 percent opted for an iPhone ? double the number who did so in October. Meanwhile, only 46.9 percent of those who bought new phones went with Android devices, down significantly from the 61.6 percent who bought Android phones in October. The difference between those two periods: the iPhone 4S.

While Android still accounts for the biggest share of the U.S. smartphone market, appearing on 46 percent of all devices in use in the U.S., many consumers in December opted for Apple?s platform instead. Among those buying iPhones, the big majority ? 57 percent ? went with the iPhone 4S. Previously, we heard that customers were even breaking contracts to get the latest iPhone, and Nielsen reported that Apple?s market share rose to 43 percent in October and November, from 26 percent in Q3 2011. It?s probably oversimplifying to find one cause in the shifts of the market for both companies, but the iPhone 4S was undoubtedly at least one big reason for the change. And the real reason for the sales of the iPhone 4S, given how similar it is to the iPhone 4, is Siri, the voice-activated personal assistant software that comes with the new iPhone and only with the new iPhone.

One app to rule them all

The big swing in Nielsen?s numbers after the release of the iPhone 4S, plus the rampant demand and the trend of customers being willing to pay extra to drop their contracts and upgrade early, suggest some very important things about Siri. The software has captured the attention and imagination of a lot of smartphone buyers. Voice-activated technology is by no means new, but Siri is an impressive gadget that looks new. It?s exciting in that ?magic? way Steve Jobs was so fond of talking about in terms of Apple devices. Even with controversy and bugs, even though Siri is still a beta product being actively worked on by Apple, it still brought lots of buyers to Apple?s doorstep.

That suggests that while Android and iPhone are pretty evenly matched on most fronts, Apple could be just one (or maybe two) really killer apps away from turning the tables. Imagine if Siri was a full-fledged, working product, up to par with what Apple claims it?ll be able to do: it would have blown the doors off, if the reception of the beta version of Siri is any indication.

Where Apple succeeds and Android falters is that Apple is, more often than not, taking the forward steps in the mobile race, while Android is keeping pace. In the U.S., Apple has narrowed the gap with one device brand against Android?s army. Siri is a pretty solid candidate as to why.

That suggests that the iPhone 5 could be a game changer in this on-going discussion, should Apple have the wherewithal to see the success of Siri and bring another game-changing app to the announcement. If it?s a great app, one might be all Apple needs.

Abortion Rates Are Higher In Countries Where Procedure Is Illegal, Study Finds

LONDON -- Abortion rates are higher in countries where the procedure is illegal and nearly half of all abortions worldwide are unsafe, with the vast majority in developing countries, a new study concludes.

Experts couldn't say whether more liberal laws led to fewer procedures, but said good access to birth control in those countries resulted in fewer unwanted pregnancies.

The global abortion rate remained virtually unchanged from 2003 to 2008, at about 28 abortions per 1,000 women aged 15 to 44, a total of about 43.8 million abortions, according to the study. The rate had previously been dropping since 1995.

About 47,000 women died from unsafe abortions in 2008, and another 8.5 million women had serious medical complications. Almost all unsafe abortions were in developing countries, where family planning and contraceptive programs have mostly levelled off.

"An abortion is actually a very simple and safe procedure," said Gilda Sedgh, a senior researcher at the U.S.-based Guttmacher Institute, designated by the World Health Organization as an official Collaborating Center for Reproductive Health. "All of these deaths and complications are easily avoidable," said Sedgh, the study's lead author.

Sedgh and colleagues concluded that the proportion of unsafe abortions rose from 44 percent in 1995 to 49 percent in 2008, the last year for which statistics were available and studied in the report. Sedgh acknowledged it was difficult to get an accurate number for unsafe abortions in particular and described their estimates as modest.

They used sources including official statistics, national surveys, and hospital records. To account for unreported abortions, they made adjustments and relied on information from other kinds of studies, expert assessments, and surveys of women.

The research was published Thursday in the journal, Lancet.

Abortion rates were lowest in Western Europe ? 12 per 1,000 ? and highest in Eastern Europe ? 43 per 1,000. The rate in North America was 19 per 1,000. Sedgh said she and colleagues found a link between higher abortion rates and regions with more restrictive legislation, such as in Latin America and Africa. They also found that 95 to 97 percent of abortions in those regions were unsafe.

The authors defined unsafe abortion as any procedure done by people lacking needed skills or in places that don't meet minimal medical standards. Sedgh said some women in Africa resort to using broken soda bottles or taking strong doses of medicines or herbal drugs to induce abortions.

"It is precisely where abortion is illegal that it must become safer," wrote Beverly Winikoff and Wendy R. Sheldon of the Gynuity Health Projects in New York, in an accompanying commentary.

Experts said increasing birth control options for women in poor countries, like providing long-acting implants, would make a big difference.

"Wherever we have made better contraception available in the countries where we work, hundreds of women will walk hours to get it," said Dana Hovig, CEO of Marie Stopes International, a family planning organization. He was not connected to the study.

Rock Hall of Fame opens archives to public (AP)

CLEVELAND ? The Rock and Roll Hall of Fame and Museum opened its new library and archives to the public on Tuesday to give scholars and fans access to the stories behind the music through such "artifacts" as personal letters from Madonna and Aretha Franklin and 1981-82 video of the Rolling Stones tour.

The collection, catalogued over the last few years, includes more than 3,500 books, 1,400 audio recordings and 270 videos, and is housed in the new four-story, $12 million building.

Thousands more books and recordings and hundreds of videos will be added as previously stored items and new donations are catalogued, said Andy Leach, director of the library and archives.

"We hope to serve music scholars, teachers, students and the general public," Leach said. "We hope to see all of them here."

Tuesday's opening of the building on the Cuyahoga Community College in Cleveland, not far from the Rock Hall, occurred without a lot of fanfare. The low-key opening allows the public to enjoy the library before a grand opening April 9. The college funded the building and the Rock Hall financed construction and furnishings of its interior.

The library also offers photos, albums and covers, oral histories and scrap books.

Leach said the Rock Hall has done a great job of telling the story of rock `n' roll. He said he sees the library as bringing the museum more recognition and showing "it to be a serious place of research."

The library collection also includes movie posters, photos and memorabilia related to Alan Freed, the DJ credited with coining the phrase rock `n' roll; a handwritten list by Elvis Presley of songs included in one of his concerts; and personal letters from Mick Jagger.

Visitors will not be allowed to check out items, but anyone can use the library reading room to browse through books, listen to audio recordings and watch videos. A smaller archives reading room allows supervised access to certain items.

Steve Waksman, an associate professor of music and American studies at Smith College in Massachusetts, did research at the library prior to its opening for his book on the history of American live music.

"It was very useful, with material that I haven't found anywhere else," Waksman said Tuesday. "They had a lot of material regarding the stage sets of music performers from the `60s and the `70s, such as David Bowie and the Rolling Stones."

Elizabeth Papp Taylor, 53, of Shaker Heights, was at the library opening day.

"I'm looking forward to coming back for a look at the archives, but my first visit was exciting," she said in a phone interview. "It's very impressive."

ZTE reaches for the sky, aims to double phone shipments in 2012

Talk about a New Years Resolution: ZTE's head of handset strategy Lv Qianhao, in an interview with Reuters, mentioned that in 2012 his company expects to double the number of smartphone shipments made last year, as well as expand its Windows Phone efforts. While we're not completely certain as to what that specific number was, Lv stated that it far exceeded its target of 12 million. Regardless of how much it shipped last year, we can't imagine it would be terribly easy to double it, but it signifies ZTE's intent to grow and expand in markets like the US and China. This news seems to coincide with the company's plans to introduce high-end LTE-capable smartphones in the US market in the middle of this year. Does this mean the OEM will be pushing hard to gain more acceptance from stateside carriers? If it results in new top-notch devices coming into the market, then we sure hope so.

Iran cracks down on moral peril of Barbie peddlers (Reuters)

TEHRAN (Reuters) ? Iran's morality police are cracking down on the sale of Barbie dolls to protect the public from what they see as pernicious western culture eroding Islamic values, shopkeepers said on Monday.

As the West imposes the toughest ever sanctions on Iran and tensions rise over its nuclear program, inside the country the Barbie ban is part of what the government calls a "soft war" against decadent cultural influences.

"About three weeks ago they (the morality police) came to our shop, asking us to remove all the Barbies," said a shopkeeper in a toy shop in northern Tehran.

Iran's religious rulers first declared Barbie, made by U.S. company Mattel Inc, un-Islamic in 1996, citing its "destructive cultural and social consequences." Despite the ban, the doll has until recently been openly on sale in Tehran shops.

The new order, issued around three weeks ago, forced shopkeepers to hide the leggy, busty blonde behind other toys as a way of meeting popular demand for the dolls while avoiding being closed down by the police.

A range of officially approved dolls launched in 2002 to counter demand for Barbie have not proven successful, merchants told Reuters.

The dolls named Sara, a female, and Dara, a male arrived in shops wearing a variety of traditional dress, with Sara fully respecting the rule that all women in Iran must obey in public, of covering their hair and wearing loose-fitting clothes.

"My daughter prefers Barbies. She says Sara and Dara are ugly and fat," said Farnaz, a 38-year-old mother, adding that she could not find Barbie cartoon DVDs as she was told they were also banned from public sale.

Pointing to a doll covered in black long veil, a 40-year-old Tehran toy shop manager said: "We still sell Barbies but secretly and put these in the window to make the police think we are just selling these kinds of dolls."

Iran has fought a running battle to purge pervasive western culture from the country since its Islamic revolution overthrew a western-backed king in 1979, enforcing Islamic dress codes, banning Western music and foreign satellite television.

As another swipe at the West, Iranians will soon be able to buy toy versions of the U.S. spy drone that it captured in December, Iranian media reported.

Models of the bat-wing RQ-170 Sentinel - which Iran's military displayed on TV after it was downed near the Afghan border - will be mass produced in a variety of colors, reports said.

Russia assails US over Guantanamo prison (AP)

MOSCOW ? Russia's Foreign Ministry has accused the U.S. of breaking international law by keeping terror suspects in indefinite custody without trial at the Guantanamo Bay prison.

In a statement posted on its website Sunday, the ministry said the prison at the U.S. Navy base in eastern Cuba represents a "flagrant violation of international law."

The Foreign Ministry also criticized the National Defense Authorization Act, signed into law by President Barack Obama on Dec. 31, which includes a provision allowing indefinite military detention without trial. The ministry claimed the act contradicts U.S. obligations under international humanitarian law.

Russia in the past has reacted angrily to the accusations of human rights breaches that the U.S. State Department has leveled at it in its annual reports.

US Marine video not likely to derail Afghan talks (AP)

KABUL, Afghanistan ? A 39-second video purporting to show Marines urinating on dead bodies in Afghanistan is straining U.S.-Afghan relations but is not expected to undo months of work aimed at brokering peace with the Taliban.

The images have not sparked widespread anti-U.S. protests and Afghan officials say one battlefield abuse cannot derail the peace process, which has gained momentum in recent months with news that the Taliban will open a political office in Qatar.

U.S. military officials have sternly condemned the alleged acts of four Marines who appear to be desecrating the bodies of three men lying in the dirt. On the video, which appeared on YouTube on Wednesday, one of the men looks down at the bodies and gleefully quips, "Have a good day, buddy."

The video emerged at a delicate time in relations among the United States, Afghanistan's elected government and the Taliban insurgency. The U.S. is trying to foster peace talks between President Hamid Karzai's government and the Taliban. Recent statements by senior U.S. and Taliban officials suggest the possibility of some trust-building measures in the near future, such as the opening of the Taliban office and the transfer of some Taliban detainees out of the U.S. prison in Guantanamo Bay, Cuba.

Relations with Karzai have been shaky, and the two nations have yet to sign a long-term partnership agreement that will govern the presence of U.S. troops in the country after 2014 when most foreign troops will have gone home or moved into support roles.

Initially there were concerns that outrage over the issue would spiral into a scandal like the one in 2004 over the release of photos showing a group of U.S. military police abusing prisoners at the Abu Ghraib prison in Iraq.

Violent protests broke out across Afghanistan after a Florida pastor burned a Quran in March 2011, fueling the down-with-America sentiment already simmering in Afghan society. In one protest in April 2011, thousands of demonstrators poured into the streets of Mazar-i-Sharif in northern Afghanistan and overran a U.N. compound, killing three U.N. staff members and four Nepalese guards.

U.S. Secretary of Defense Leon Panetta, who has promised an exhaustive investigation, expressed concern that the fragile peace effort could be jeopardized by the images that he described as "utterly deplorable."

"The danger is that this kind of video can be misused in many ways to undermine what we are trying to do in Afghanistan and the possibility of reconciliation," Panetta said.

But Afghan officials and others said the quick responses by all sides had helped contain the damage.

"As all three sides ? the U.S., the Afghan government and the Taliban ? have all condemned this act, I'm hopeful that this will not have any effect on the peace process," Abdul Hakim Mujahid, a member of the peace council and the Taliban's former envoy to the United Nations, said Saturday.

Still, the incident makes it harder for U.S.-led coalition troops to gain the trust of Afghan villagers as they try to secure gains on the battlefield, and it gives Karzai more leeway to balk at U.S. demands on critical war issues, including negotiations on the partnership agreement.

Arsala Rahmani, a top member of the Afghanistan peace council and an ex-official in the former Taliban government, said the move to open the office in Qatar remained on track, although any actual negotiations could take place in Saudi Arabia. Rahmani also said that a delegation from a Taliban-affiliated group run by Gulbuddin Hekmatyar recently visited Kabul to discuss reconciliation.

The video "will not affect the peace process at all," he said.

The Taliban agreed.

"Reconciliation is a big change for the people of Afghanistan and it won't be affected by the actions of individuals like those in the video," Taliban spokesman Zabiullah Mujahid told The Associated Press on Friday. "We are focused on the bigger picture and for that, we have to avoid small things."

Andrew Exum, who was a civilian adviser to former Gen. Stanley McChrystal when he was leading U.S. and NATO forces in Afghanistan, noted that Afghan security forces have already started taking charge from foreign troops who are slated to end their combat mission in 2014.

"The die has already been cast, to a degree, in Afghanistan," he said. "The plan for transition and the negotiations are going forward, and it is hard to imagine this video changing any of that."

While the video hurts America's image in the Islamic world, it will end up as a footnote in the history of the Afghan war, he said.

"The broader U.S.-led campaign in Afghanistan over the past 10 years is what will overshadow all U.S.-Afghan relations for the next several generations," said Exum, a senior fellow at the Center for a New American Security, a think tank in Washington. "This one video matters little in the grand scheme of things."

Some Afghans think the ongoing fragile reconciliation discussions prompted Taliban or Afghan government officials to work behind-the-scenes to tamp down any public outrage.

Others suspect that the lack of access to the Web in Afghanistan or the prompt condemnation by the United States accounted for the mild response. Still others claim the Afghan media did not hype the story and that, in most cases, reported that the video depicted U.S. troops being disrespectful to Afghan corpses but avoided using the word "urinate," which is considered a shameful term in the local language.

The act, however, lends credence to the views of Afghans who are already skeptical of America's interests in Afghanistan.

"This is not a good thing coming from NATO forces, especially at a time when both parties are busy in negotiations," said Abdul Salam Ayubi, a shopkeeper in Lashkar Gah in southern Helmand province. "If the Americans want real negotiations, they should investigate this video and monitor their forces so this is not repeated."

Dost Mohammad, a businessman in Kandahar, called the video shameful and said the U.S. needs to punish those involved.

"The people of Afghanistan will not accept this kind of thing and it will create more distance between NATO and the Afghan people," Mohammad said. "The Americans must react to this so that the Afghan people don't lose faith in them and in the process of negotiation."

Parkinson's treatment shows positive results in clinical testing

ScienceDaily (Jan. 11, 2012) ? Researchers from the University of Florida and 14 additional medical centers reported results in the online version of The Lancet Neurology journal indicating that deep brain stimulation -- also known as DBS -- is effective at improving motor symptoms and quality of life in patients with advanced Parkinson's disease.

The study, sponsored by St. Jude Medical Inc., tested the safety and effectiveness of a constant current DBS device developed by St. Jude Medical to manage the symptoms of Parkinson's disease. The device aimed to reduce tremors, improve the slowness of movement, decrease the motor disability of the disease and reduce involuntary movements called dyskinesia, which are a common side effect of Parkinson's drugs.

After treatment, analysis of 136 patient diaries revealed longer periods of effective symptom control -- known as "on time" -- without involuntary movements. "On time" for patients who received stimulation increased by an average of 4.27 hours compared with an increase of 1.77 hours in the group without stimulation. Patients also noted overall improvements in the quality of their daily activities, mobility, emotional state, social support and physical comfort.

"I think it is safe to say since dopamine treatment emerged in the 1960s, DBS has been the single biggest symptomatic breakthrough for Parkinson patients who have experienced the fluctuations associated with levodopa therapy," said Dr. Michael S. Okun, first author of the study, administrative director of the UF College of Medicine's Center for Movement Disorders and Neurorestoration, and the National Medical Director for the National Parkinson Foundation. "This study validates the use of mild electrical currents delivered to specific brain structures in order to improve Parkinson's disease in select patients with advanced symptoms, and additionally, it explored a new stimulation paradigm. Future improvements in devices and the delivery systems for DBS will hopefully provide exciting new opportunities for Parkinson's sufferers."

Only patients who have had Parkinson's disease for five years or more were included in the study. They were randomly assigned to a control group that delayed the onset of stimulation for three months, or a group whose stimulation began shortly after surgery. All patients were followed for 12 months.

The deep brain stimulation procedure involves surgeons implanting small electrodes into an area of the patient's brain that controls movement. The electrodes are connected to a device precisely programmed to use mild electrical current to modulate problematic brain signals that result in movement problems.

Today's voltage-controlled DBS devices deliver pulses of current that vary slightly with surrounding tissue changes. The DBS devices tested in this study are intended to provide more accurate delivery and control of the electrical pulses.

"We are committed to driving research that will provide solutions for physicians and their patients whose needs are currently unmet," said Rohan Hoare, president of St. Jude Medical Neuromodulation Division. "These results are significant as they offer evidence that stimulation with the Libra constant current system enabled patients to have better motor control and an improvement in their quality of life when compared to the control group."

The U.S. Food and Drug Administration approved the use of DBS for Parkinson's disease in 2002. At least 500,000 people in the United States suffer from Parkinson's with about 50,000 new cases reported annually, according to the National Institute of Neurological Disorders and Stroke. These numbers are expected to increase as the average age of the population rises.

"The study answered some very important questions concerning cognition and mood with lead implantation (alone) versus implantation with stimulation. It also refutes the hypothesis that DBS increases depressive symptoms," said Dr. Gordon H. Baltuch, a professor of neurosurgery in the Perelman School of Medicine at the University of Pennsylvania and a study author. "The group's results also showed a decrease in the infection rate to 4 percent from previously published 10 percent. It shows that American neurosurgeons and neurologists with their industry partners are improving the safety of this procedure and working in a collaborative fashion."

Comparable with other large DBS studies, the most common serious adverse event revealed was infection, which occurred in five patients. Likewise, some participants also reported an increase in the occurrence of slurred speech, known as dysarthria.

"Technology is on the move, and we expect to see continued improvements to DBS approaches, equipment and materials," said Okun, who is also affiliated with UF's McKnight Brain Institute. "DBS has set the bar high for the development of new therapies for advanced Parkinson's disease patients. DBS will be the standard of care gene therapy and other cell-based therapies that are now being conceived will be measured against, and this will hopefully translate into significant improvements in what we can offer our patients."

NASHUA, N.H. ? Mitt Romney's Republican rivals accused him Monday of exaggerating his successes and coldly laying off thousands of workers while heading a profitable venture capital firm, an effort to turn the presidential front-runner's biggest asset into a liability.

The heightened focus on the firm Bain Capital threatens to slow Romney's cruise-control campaign because it goes to the heart of his No. 1 appeal to voters: the claim that he knows far more than President Barack Obama about creating jobs.

Romney's takeover-and-restructuring firm "apparently looted the companies, left people unemployed and walked off with millions of dollars," former House Speaker Newt Gingrich said on NBC's "Today" show. A group friendly to Gingrich is preparing to air TV ads of laid-off workers denouncing Romney, who interrupted his time at Bain to serve as Massachusetts governor.

Texas Gov. Rick Perry joined in. He cited South Carolina companies that Bain bought and downsized, and he practically dared Romney to ask for voters' support there in the name of easing economic pain. "He caused it," Perry said in Anderson, S.C.

Romney points to thousands of jobs created at companies that Bain bought, invested in or restructured. But he struck a discordant note Monday, just as attention to the Bain jobs history was spiking.

Speaking of insurance options before a New Hampshire audience, Romney said, "I like being able to fire people who provide services to me."

He remained favored to win Tuesday's New Hampshire primary. But his rivals might improve their hopes of halting his momentum in South Carolina's Jan. 21 primary if they can persuade voters that his jobs legacy is not what he claims.

Thanks to millions of dollars from a Las Vegas casino owner who supports Gingrich, TV ads in South Carolina will try to do just that. Like many attack ads they are emotional, one-sided and not subtle. They show angry victims of layoffs from Bain-controlled companies, according to excerpts shown to reporters.

"We had to load up the U-Haul because we done lost our home," a woman says.

On the campaign trail, Romney rarely mentions his four years as governor unless asked. But he constantly touts his time in the private sector, asking voters to trust his instincts and experience in creating jobs.

The claims rely on Romney's career at Bain, a Boston-based private equity firm that poured investors' money, and Bain executives' expertise, into more than 100 companies in the 1980s and `90s. Some of the companies thrived and expanded. Some took on unsustainable debt and went bankrupt. Some became leaner or were broken into various parts, shedding jobs and improving profits.

In a recent debate, Romney repeated his claim that the Bain-run companies netted a total increase of 100,000 jobs.

Studies by The Associated Press and other news organizations conclude that the claim doesn't withstand scrutiny. That alone, however, hardly suggests Romney was an unsuccessful business executive. He became wealthy, a hero to many entrepreneurs, and the leader of the much-praised 2002 Winter Olympics.

The 100,000 jobs claim comes from activities at only three companies, all of them successes: Staples, Domino's and Sports Authority. However, it counts many jobs that were created after Romney left Bain in 1999. And it ignores job losses at many other firms that Bain invested in or took over.

The Wall Street Journal, which examined 77 businesses that Bain invested in during Romney's tenure, concluded Monday that the record is mixed. Twenty-two percent of the companies closed down or filed for bankruptcy reorganization within eight years, "sometimes with substantial job losses," the Journal reported.

"Bain produced stellar returns for its investors," the paper reported. But 70 percent of the profits came from 10 deals.

A separate AP analysis found that at least 4,000 workers lost their jobs at 45 companies bought by Bain between 1984 and 1994, according to company reports, news releases and news coverage. The tally probably is higher, because it does not include other jobs lost in bankruptcies and other store and factory closings.

Like any venture capital company, Bain's main purpose was to generate profits for investors, not to create jobs. So it is easy for political campaigns to find dazzling success stories and heartbreaking plant closures in the company's history.

A new 28-minute film, "King of Bain," portrays Romney as a profit-driven predator. A pro-Gingrich super PAC bought the film and plans to use excerpts for the attack ads in South Carolina. The group says it will post the entire film online.

Gingrich's struggling campaign has been helped by $5 million given to the super PAC by casino owner Sheldon Adelson.

Obama's campaign aides have long considered the Bain record to be Romney's weakest spot, more damaging than his much-discussed flips on abortion and other issues.

Romney told reporters Monday in New Hampshire that the attacks from Gingrich and Perry surprised him.

"Free enterprise will be on trial" in the 2012 election, Romney said. "I thought it was going to come from the president, from the Democrats, from the left. But instead it's coming from Speaker Gingrich and apparently others, and that's just part of the process. I'm not worried about that."

Romney's record at Bain has both helped and hurt his political career for nearly two decades. Bain was a pioneer in the often lucrative practice of "leveraged buyouts," which involve heavy borrowing against the assets of a just-purchased company, and sometimes aggressive restructuring. Romney's role there is generally lauded in corporate circles.

But in his unsuccessful 1994 Senate bid, Democrats ran ads featuring a worker who lost his job after Bain bought and restructured American Pad & Paper.

According to The Wall Street Journal, the deal generated $102 million in investment gains. But Ampad filed for bankruptcy protection in 2000.

According to the Esponola Vally-based Rio Grande Sun newspaper, Martinez had early-stage Alzheimer?s and passed away at the door of his locked home despite a house key that was beneath his nearby welcome mat.

Eyebrows have been raised, in Denver and beyond, regarding the ability of the Patriots to hire former Broncos coach Josh McDaniels as an offensive assistant.? The Pats, coincidentally or otherwise, announced the move within 30 minutes or so after the Broncos beat the Steelers, setting up a prime-time Saturday night game between Denver and New England.

The move obviously complies with current NFL rules; otherwise, the NFL never would have allowed it.? The broader question is whether NFL rules should allow it.

McDaniels wasn?t fired by the Rams, where he served for one season as offensive coordinator.? Instead, the Rams opted to release McDaniels from his contract, knowing he could ? and likely would ? return to the Patriots, where he worked through the 2008 season.? If the Rams had decided not to release McDaniels from his contract until, say, after the postseason ended, McDaniels couldn?t have joined the Patriots.

And here?s where it gets even more interesting.? Rams owner Stan Kroenke, via family members, also owns the Denver Nuggets and the Colorado Avalanche.? Thus, if Broncos fans aren?t happy with the fact that the man who drafted Tim Tebow and Demaryius Thomas is running the Pats? scout-team offense this week as Bill Belichick tries to avoid having the tables turned on that 18-point win by the Patriots less than a month ago, Broncos fans can show their displeasure via the local basketball and hockey teams.

Regardless, the Rams shouldn?t have had the option to make McDaniels available.? NFL spokesman Greg Aiello explains via email that rosters become frozen once a team?s season ends, and the rosters remain frozen until the day after the Super Bowl.

So why shouldn?t the same rules apply to coaches?

That?s what seems to viscerally disturb many NFL fans.? McDaniels wasn?t fired during the Rams? season ? he worked with the Rams through the end of the season, and he has now landed with a team that is still playing.

The solution is simple.? The NFL should prohibit the hiring by a team that is still alive in the postseason of any coach who was under contract with another team when that team?s season ended.
