One thing I noticed about the Playstation Vita was just how small the memory cards were for it. So, naturally, I wanted to see just how small the memory card was compared to a variety of different objects.

Stockton, Calif., takes 'first step towards bankruptcy'

STOCKTON, Calif. -- The city of Stockton in California's crop-abundant Central Valley has the second-highest foreclosure rate in the nation and one of the highest crime and unemployment rates. It was named America's most miserable city in a national magazine ? twice.

And now, officials say this river port city of 290,000 is on the brink of insolvency and could become the nation's largest city to fall into Chapter 9 bankruptcy protection.


The City Council voted late Tuesday to use a new California law to enter mediation with its creditors. City leaders said they hoped the plan to renegotiate Stockton's debt would help it avoid bankruptcy.

Dozens of residents spoke against the move, saying they feared it would do the opposite, KRCA-TV reported.

"If they vote for mediation, it is the first step towards bankruptcy," former City Manager Dwane Milnes said. "That means 1,000 people could lose retirement benefits."

6 cities where home prices are falling sharply

Stockton will be the first city to test the state law, Assembly Bill 506, which is less than 2 months old. It requires local government agencies to undergo mediation or hold a public hearing and declare a fiscal emergency before filing for bankruptcy.

In 2008, Vallejo became the biggest California city to file for bankruptcy, and it emerged from bankruptcy last year.

Budget gap
Under the plan, the city?will skip some bond payments in an effort to restructure its precarious finances.

Along with defaulting on about $2 million of debt payments through the end of its current fiscal year, the city located about 85 miles east of San Francisco will seek mediation with its major bond holders to try to get a break on its debt to help tackle a budget gap projected to range from $20 million to $38 million.

While Stockton officials say they hope to avert bankruptcy, the city has hired an attorney who represented much smaller Vallejo, which drew national attention to financial problems of local governments in the most populous U.S. state.

Stockton's attorney, Marc Levinson, said mediation could keep the city from following in Vallejo's footsteps and suffering the stigma of bankruptcy.

"This is really the city's last and best chance to avoid a bankruptcy case," Levinson said.

But Stockton residents who have seen hard times grip their city in recent years are bracing for the possibility it will land in bankruptcy court despite its financial restructuring plan.

"That's the end of the plank ? and we're on that plank," 68-year Stockton resident Rosalio Estrada told Reuters.

'It's been tough'
In recent years, thousands of new homes mushroomed in Stockton, part of a housing boom in suburban development that attracted buyers from the Bay area and beyond.

But when the economy crashed and the construction bubble burst, Stockton was battered by foreclosures and lost income from property taxes and other fees. Multi-year labor contracts with escalating costs added to the burden, forcing officials to make deep emergency cuts to the city payroll, including its police department.

"It's been so challenging. Since 2008, the whole market was essentially turned upside down," said Randy Thomas, a Stockton real estate broker with the Cornerstone Real Estate Group. "A lot of folks were losing their homes. A lot of people were getting evicted, and it's been tough on a lot of people."

City leaders say Stockton could soon be unable to pay its debts. The city has a $15 million deficit ? $6.6 million from the last fiscal year and $8.7 million expected for the current fiscal year, according to documents.

Forecasts also show deficits ranging from $20 million to $38 million for the fiscal year 2012-2013 and increasing in subsequent years.

Some residents are losing faith.

Marty Carlson, a waitress at Bradley's American Bistro in downtown Stockton, said business, along with her tips, has been on the decline for years. She's had enough, she said, and plans on leaving Stockton soon.

"They're (the city) not the only one going bankrupt," Carlson said. "It's time to move on. I'm ready."

Nearly one in five Stockton residents live below the poverty level, according to the U.S. Census Bureau, and the city's unemployment rate in December was 15.9 percent, down from 18.1 percent a year-earlier but well above the national average of 8.3 percent and California's lofty 10.9 percent that month.

Poor management?
Stockton's finances have also been hurt by two decades of poor management, generous retirement benefits for city workers, unsustainable labor contracts and too much debt, said City Manager Bob Deis, who last week made public the default and mediation plan.

Deis said Stockton can neither afford more cuts to its services to save money nor raise revenue with tax increases due to the city's weak economy, leaving the city little option but to ask its major bond holders for a break on some its debt.

Wall Street reacted swiftly to Deis' default plan by cutting Stockton's credit rating.

Moody's Investors Service on Friday lowered Stockton, California's general fund-supported debt ratings to below investment grade, a move affecting about $341 million in debt, and Standard & Poor's Ratings Services cut its issuer credit rating on the city to speculative grade.

Fitch Ratings on Monday downgraded by several notches its underlying ratings on four series of Stockton Public Finance Authority water revenue bonds, leaving each at BBB-, the firm's lowest investment grade rating. Fitch does not rate the city.

Stockton officials may be using default and talk of bankruptcy to try to wring concessions from city labor units to further cut expenses, said Matt Dalton, chief executive of Belle Haven Investments in White Plains, New York, which has more than $1 billion in municipal bond assets under management.

"They need to fire a shot across the bow so that everybody knows they're serious," Dalton said.

French Birchbox Competitor JolieBox Acquires Spain?s Glamourum

22 Carnival cruise passengers robbed in Mexico

Twenty-two passengers on?Carnival Splendor?were robbed at gunpoint Thursday while on a ship-sponsored tour in?Puerto Vallarta, Mexico.?

At least one Mexican media outlet said the passengers were returning by bus to their ship at approximately 5 p.m. after spending time in El Nogalito, a tourist area known for its lush natural setting. Masked assailants stopped the bus and robbed the cruisers of their money, watches, cameras and other valuables.?

There were no injuries and all passengers were returned safely to the ship, Carnival said in a statement.?Numerous authorities were notified and responded to investigate, as well as assist the affected passengers, Carnival said.?

According to?informador.mx.com, the bandits have yet to be apprehended.?

Carnival also apologized to the passengers for the "unfortunate and disturbing event" and said it is working with passengers to reimburse them for lost valuables and assist with lost passports or other forms of identification.?

?The tour in question ? a guided nature trail excursion sold and booked through the line ? has been suspended until further notice.?

The Boy Meets World Complete Series Is Your Plays-With-Squirrels Deal of the Day [Dealzmodo]

In its early years, Boy Meets World was a wonderful show about an awkward and obnoxious, but ultimately endearing boy who vowed to make his teacher's life hell. Somewhere along the way, that awkward and obnoxious boy turned into an awkward and unlikable young adult, and most of the show's appeal went down the drain. Armstrong honors Glenn 50 years after his orbit

John Glenn, who launched into orbit for his historic spaceflight 50 years ago, was "no ordinary pilot," fellow astronaut Neil Armstrong said Monday at a gala marking the anniversary.

Armstrong, the first man to set foot on the moon, said there was a need for leadership in the space program and Glenn "literally rose to the occasion."

The former astronaut and U.S. senator from Ohio, now 90, became the first American to orbit the Earth on Feb. 20, 1962, circling it three times in five hours and helping to lead the nation into space. Glenn has had his share of accomplishments but recently told The Associated Press he envies Armstrong and wishes he could have been part of the first manned moon landing in 1969.

Glenn and Annie, his wife of almost seven decades, were scheduled to cap Monday's anniversary by participating in a student-led question-and-answer session during the gala at Ohio State University and listening to remarks by former astronaut Mark Kelly, the commander of the space shuttle Endeavour's final mission.

Earlier Monday, NASA had surprised Glenn with the kind of anniversary gift only a space agency can give, enabling him to speak live with the International Space Station from a stage at Ohio State, where a public affairs school bears his name.

Sitting on stage with NASA Administrator Charles Bolden, he chatted with three space station crew members about space research and NASA's future. Commander Dan Burbank appeared by video link, flanked by two flight engineers floating in the zero-gravity environment, and said the crew was delighted to help commemorate Glenn's momentous trip.

Glenn was among the top military test pilots presented in 1959 as the Mercury Seven. The only other surviving Mercury astronaut is Scott Carpenter, who called out the memorable line "Godspeed John Glenn" moments before the rocket ignited for Glenn's spaceflight.

"Fifty years ago today, Friendship 7 was orbiting planet Earth, and that helped in a very big way, paved the way for America to become a space power, and to go to the moon, and to do the things that we're doing right now on the International Space Station," Burbank said. "And we hope this also can help set the stage for us down the road to do even greater things."

Glenn had a light-hearted but educational exchange with the space station crew, asking them about the types and number of experiments on board ? more than 100, they said ? and explaining to his gravity-bound audience of more than 200 people that, for example, a candle burns differently in space than on Earth.

When Bolden asked the astronauts which experiment they'd like to hand off to Glenn if he could join them, Burbank suggested research on the "regenerative environmental control systems" on spacecraft.

"That's a fancy word for our toilet," flight engineer Don Pettit added. "So he wants to put Sen. Glenn busy fixing the plumbing up here."

Glenn took the humor in stride, replying: "That's exactly what I thought I was going to get assigned to."

Glenn also inquired about how far the space station had traveled during the course of the roughly 15 minutes they'd been talking. They hadn't kept an eye on the exact distance but said they guessed it was about one-fourth of the way around the Earth.

Bolden joked that Glenn sometimes bugs him about making a trip to the space station. Glenn became the oldest person to fly in space in 1998, at age 77.

CONCORD, N.H. ? Legally blind since she was 9, Chrissy Fairbanks just got word she?s losing the $363 state welfare check she got each month from New Hampshire because she gets federal assistance due to her disability.

The 31-year-old Keene resident says her girls, ages 11 and 12, are taking the news well that their clothes will come from the clearance rack and there will be no more trips to the ice skating rink.

?I already sat down with the girls and told them we were going to have a budget cut. The grabbing something to eat when we go out walking isn?t going to happen,? she said.

Of the 5,600 New Hampshire families that receive state welfare assistance, Fairbanks is among 1,136 families who will lose that aid because the state is counting Supplemental Security Income for residents too disabled to work in calculating their welfare grant. Another 420 people will receive reduced welfare benefits as a result, said state Family Assistance Director Terry Smith.

The law also affects two other groups by implementing a less generous application of how earnings are counted. As a result, 103 disabled people receiving state aid will lose their monthly grant, averaging about $115, while 260 will see their grants cut about $80 per month. Another five elderly residents will lose $126 per month in state help and 10 will have their monthly grants cut by $ 106. The state programs comply with a Social Security Act mandate to supplement federal disability programs.

Idaho is the only other state besides New Hampshire that includes SSI income in calculating household income to determine welfare eligibility, according to Liz Schott, senior fellow at the Center on Budget and Policy Priorities. Schott said Idaho began including SSI income many years ago. Wisconsin and Alaska count some SSI income under certain circumstances. Last year, Washington welfare officials? attempt to count SSI income and shut off state welfare to 7,500 families was reversed by litigation and legislative action, said Schott.

Minnesota, West Virginia and North Carolina either tried or considered counting SSI income but rejected the policy, said Schott.

?It just penalizes the most vulnerable families. Of all the things states have done, very few have gone here,? said Schott.

SSI is not Social Security and is not based on prior work. It is financed by general funds of the U.S. Treasury, according to the Social Security Administration. Adult recipients are people with limited income and resources who are disabled, blind or age 65 or older. Disabled children also can get SSI.

Those who receive SSI income range from people like Fairbanks with a physical disability to the mentally ill, said Michael Skibbie, policy director at the Disabilities Rights Center in New Hampshire.

?These benefit levels are fractions of what you or I would consider necessary for a reasonable life. People are realistically concerned about becoming homeless,? he said of the state cuts.

Fairbanks? $698 monthly SSI check is above the $665 welfare threshold to qualify for assistance for her daughters under the Financial Assistance for Needy Families Program funded by the state and federal governments. The $363 welfare grant she was getting for them is 29 percent of her monthly income. Besides SSI and welfare, she gets $166 per month from their father?s Social Security and $27 from a state program for the blind.

A single mother, she lives in subsidized housing, paying $314 per month rent for a three-bedroom apartment. She supplements her grocery bill with $193 each month in food stamps.

?I?m stressing about it,? said Fairbanks, who is too disabled to work.

Democratic Gov. John Lynch counted on saving about $8 million in the $2.5 billion, two-year state tax-funded part of the budget enacted last June. The law change needed to implement the cut was delayed until this year due to an oversight. Fairbanks and the other families will feel the first effect of the cuts in March.

The state made difficult decisions given its limited resources, Lynch spokesman Colin Manning said.

?The state decided to include social security as income when determining eligibility because it is income and it would allow the state to stretch dollars to help more of our people,? he said.

State Rep. Neal Kurk, a Weare Republican whose subcommittee handled that section in the House budget, agreed:

?We have scarce taxpayer resources and therefore we should devote them to those with the greatest financial need and to determine financial need we should consider all their income, not just some of it.?

Bob Mack, president of the New Hampshire Local Welfare Association, which represents local welfare offices, said the cut could result in pressure being put on communities and their property taxpayers to make up for the lost income through local welfare.

Judy Silva, government affairs director for the New Hampshire Municipal Association, said state law requires communities to ensure citizens? basic needs are met, which can mean filling the gaps left by state and federal welfare programs.

?The cities and towns can?t turn them away if they meet the financial guidelines,? said Silva.

If people have enough money to cover their rent, but not for food and their electric bill, local welfare pays for it for as long as they need it, said Silva.

Jeff Butler, a 57-year-old disabled Hillsboro resident, is trying to figure out how his family will make up for the loss of $626 each month ? 27 percent of the family?s monthly income. He and his wife and three of their five children have disabilities that include depression, physical and learning disabilities. Butler said SSI income is designed to help the individual who can?t work, not be spread over several others in a family. The disabled can?t cope with income cuts like people without disabilities, he said.

?You can?t pick up extra jobs to pay for it,? he said.

Butler said he doesn?t know what his family will cut.

?That?s the thing about a really low-income budget, you learn to survive, to do whatever you have to do,? he said. ?Sometimes it means going to the food pantry more often.?

BANGKOK (AP) ? Police in Thailand say the third Iranian suspect involved in a series of blasts in Bangkok has escaped into Malaysia.

Immigration police chief Lt. Gen. Wiboon Bangthamai identified the third suspect as Zedhaghat Zadech Masoud.

Wiboon said Wednesday that Masoud boarded a flight from Bangkok's international airport on Tuesday night and arrived in the Malaysian capital, Kuala Lumpur.

He says Masoud is still believed to be in Malaysia.

BANGKOK (AP) ? The bombs discovered in a Bangkok house after a series of blasts in the Thai capital were similar to the devices used against Israeli Embassy targets in India and Georgia, the Israeli ambassador said Wednesday.

While the targets of the bombs was not clear, "we can assume from the other experiences that we were the target," Ambassador Itzhak Shoham told The Associated Press.

Thai police found and defused two magnetic bombs that could be stuck on vehicles after Tuesday' blasts, he said.

"They are similar to the ones used in Delhi and in Tbilisi," Shoham said. "From that we can assume that there is the same network of terror."

Israel has accused Iran of waging a covert campaign of state terror.

Shoham said the arrest of two Iranians in the blasts "again leaves not too much room to assume who was behind it."

A bombing of an Israeli diplomatic car in New Delhi on Monday injured four people, including a diplomat's wife. A similar bomb found under a car in Tbilisi, Georgia, on Monday was defused.

Four Thai civilians were wounded in Bangkok in a series of blasts that began when a cache of explosives ignited at a house, apparently by mistake. One explosion blew off the leg of an Iranian who had fled, carrying what looked like grenades.

A day after the blasts in a residential neighborhood, Thai authorities said they were still investigating possible links. Top security agencies called a news conference Wednesday in which authorities admitted to being caught by surprise and said they had little information about who the alleged attackers were and their possible targets.

National Security Council chief Wichean Potephosree said authorities had not determined if there was any link between the explosions in Bangkok and the events in New Delhi and Tbilisi.

"We haven't found any links but we are still investigating," Wichean said. "We admit there was magnetic component, aiming at individuals, but the origin of the magnets still has to be investigated."

When police searched the house, the bomb squad found and defused two explosives, each made of three or four pounds of C-4 explosives inside a pair of radios.

Wichean said that the types of explosives found suggested that individuals were being targeted.

"From the investigation, we found the type of explosives indicated that the prepared targets were individuals," Wichean said. "Based on the equipment and materials we found, they were aimed at individuals and the destruction capacity was not intended for large crowds or big buildings."

The wounded Iranian was in police custody at a Bangkok hospital. Immigration police detained a second Iranian as he tried to board a flight for Malaysia.

Both men were facing four charges, including possession of explosives, attempted murder, attempted murder of a policeman and causing explosions that damaged property, Prewpan said.

Security forces were searching for a third Iranian suspect.

Israel's Channel 10 TV quoted unidentified Thai authorities as saying the captured Iranians confessed to targeting Israeli interests.

There was no comment from Iranian officials in Tehran.

There seemed to be no doubt in the minds of Israeli officials, who blamed Iran and its Lebanese ally, Hezbollah.

"The attempted terrorist attack in Bangkok proves once again that Iran and its proxies continue to perpetrate terror," Defense Minister Ehud Barak said in Singapore. "The recent terror attacks are yet another example of this."

Ward willing to restructure deal to stay a Steeler

PITTSBURGH - Steelers' wide receiver Hines Ward wants to finish his career in Pittsburgh, offering to restructure his contract to do it.

Ward posted on his Facebook page Saturday that he's already told the Steelers he's willing to work with them on altering his deal so he can remain with the team. Ward's comments came after NFL.com reported the team was planning to cut the franchise's all-time leading receiver.

The 35-year-old Ward is scheduled to make $4 million in 2012. He's coming off a season in which he finished with 46 receptions for 381 yards and two touchdowns, the lowest totals in each category since he was a rookie in 1998.

Ward became the eighth player in league history to reach 1,000 career receptions in the regular-season finale against Cleveland.
