For those unfamiliar with the tradeoffs: Hall effect thrusters make fairly efficient use of the reaction mass - about 2000s, compared to ~250 for solid rockets or ~300-400 for liquid rockets. That means a considerable increase in your delta-v - since you only need 10-20% as much reaction mass for the same impulse, you get 5-10x more delta-v. Great, right?

The trouble is that you need a power source. Liquid fuel rockets just burn the propellant. Hall effect thrusters (and other ion thrusters) need a power source in addition to the propellant.

This is a great tradeoff for stationkeeping on satellites - you only need tiny amounts of thrust, so you can easily generate enough power using solar cells or a RTG. Thus the very efficient use of reaction mass means a much longer useful life, or more useful payload in your satellite for a given launch mass, etc. It's just plain more efficient.

But this isn't like that. They seem to want to use them to perform the Hohmann tranfer [wikipedia.org]. That means having a very high thrust for a short duration - not just because you want to get there more quickly, but because it's much more efficient than a long continuous burn.

They're talking about 100KW. That seems low. Ballpark 5000 newtons of thrust... Compare to the Apollo command/service module at ~90,000 newtons. Thus they'll need a fairly long burn at that power. How the heck are they generate that kind of power for a long duration?

    Turkey insists Syria downing of warplane 'hostile act'

    Syria insisted on Monday that a Turkish warplane shot down by its forces violated its airspace, but Ankara hit back saying it was a "hostile act of the highest order" ahead of NATO emergency talks.

    The incident has reignited concern over the Syria conflict, with the European Union condemning the Damascus regime and slapping new sanctions against it while also warning of the dangers of military escalation.

    Turkey charged that Syria "intentionally" shot down the F-4 Phantom, and Vice Prime Minister Bulent Arinc told the cabinet on Monday "a heat-seeking guided missile" struck the jet.

    Arinc also warned that Turkey could cut electric power supplies to energy-poor Syria in retaliation.

    As tensions simmered, a Syrian general was among a new group of officers and soldiers to defect and join the growing rebel ranks in Turkey, media reports said.

    On the ground, 53 people, most of them civilians, were reported killed nationwide, amid opposition claims the regime was preparing for a new "massacre" in the besieged flashpoint city of Homs.

    The Red Cross said booby traps and the lack of a clear agreement from troops and rebels were blocking its efforts to evacuate the sick and wounded from Homs.

    NATO member states are to hold a crucial meeting on Tuesday to discuss Friday's downing of the Turkish jet, as Ankara and Damascus traded blame for what happened.

    Turkey says the jet was fired at over international waters, not inside Syrian airspace as Damascus maintains, and is urging ministers to honour the collective defence rights of a fellow NATO member.

    Syrian foreign ministry spokesman Jihad al-Makdissi told a news conference the plane had violated Syrian airspace.

    "The Turkish warplane violated Syrian airspace, and in turn Syrian air defences fired back and the plane crashed inside Syrian territorial waters.

    "What happened is a gross violation of Syrian sovereignty.

    "If the goal of the (NATO) meeting is to calm the situation and promote stability, we wish it success," Makdissi said.

    But "if the goal of the meeting is aggression, we say that Syrian airspace, territory and waters are sacred for the Syrian army, just as Turkish airspace, territory and waters are sacred for the Turkish army."

    Turkey has called Tuesday's emergency NATO meeting, invoking Article Four of the alliance's founding treaty which covers threats to members' security.

    "The facts in our possession show that our plane was hit by a heat-seeking guided laser missile," Arinc said, adding that the jet was "intentionally shot down... in international airspace."

    "To target an aircraft in this fashion without any warning is a hostile act of the highest order," he said, adding that Ankara could soon announce a cut in much-needed power supplies to Syria.

    The jet had been on an unarmed training mission, and both crew are still missing.

    The downing of the Turkish jet triggered a chorus of international condemnation as well as appeals for restraint to prevent a military escalation of the Syria conflict which is now in its 16th month.

    EU foreign ministers meeting in Luxembourg sought to up the pressure on Syria, imposing new sanctions targeting government ministries and companies, including a bank and a television channel.

    But on the eve of the NATO meeting, many also cautioned against military intervention.

    In a joint statement condemning the incident, the ministers praised Turkey's "measured and responsible initial reaction," and said the matter needed to be investigated "thoroughly and urgently."

    It was "important that all forces understand that de-escalation is now decisive," German Foreign Minister Guido Westerwelle said.

    NATO members Britain, France and the United States have all condemned Syria, with Britain saying Damascus should not be allowed to act with impunity.

    French Foreign Minister Laurent Fabius called the shooting down "completely unacceptable," while US Secretary of State Hillary Clinton condemned a "brazen and unacceptable act" and promised US assistance in the investigation.

    A Turkish diplomat, meanwhile, told AFP that one Syrian general, two colonels and five other army officers including two majors, accompanied by 24 family members, crossed into Turkey late on Sunday.

    Turkey's Anatolia news agency had initially put the number at 33 defectors -- the general, two colonels and 30 soldiers.

    The latest defections brought to 13 the number of generals seeking refuge in the country since the revolt against the government of President Bashar al-Assad erupted in mid-March 2011.

    The violence has killed more than 15,000 people, the Syrian Observatory for Human Rights says.

    On Monday, the Britain-based watchdog reported at least 53 people -- most of them civilians, as well as 15 army troops -- were killed across Syria, as the army pounded rebel strongholds and other towns and cities.

    Troops pounded the central city of Homs, amid rebel Free Syrian Army warnings of an impending "massacre," and the opposition Syrian National Council urging international help "before it is too late."

    And an AFP correspondent reported fierce clashes in the Homs province town of Qusayr between troops and rebel fighters followed by an army assault on the town during which helicopter gunships were used.

    gavel2.jpgWith Europe preparing for a big vote next week on ACTA, the sweeping online copyright and counterfeit trade treaty, today the UK regulator Ofcom set out a proposal for how large ISPs in this country (ie more than 400,000) should tell their users when they've been found to be infringing on copyright -- illegal activity that the government estimates costs the industry up to ?400 million per year in the UK ($625 million). This has been a long-running story, with the initial proposals causing not a little controversy; this is Ofcom's second stab at the concept. Some initial takeaways: the measures look expensive to implement; and they appear to be a further extension into how users are monitored by their service providers, and how that monitoring can be used against them.     Judge upholds Indiana Facebook ban for sex offenders

    A national civil rights group said Sunday it would appeal a federal judge's decision to uphold an Indiana law that bans registered sex offenders from accessing Facebook and other social networking sites used by children.

    On Friday, Judge Tanya Walton Pratt said in an 18-page order that the state has a strong interest in protecting children and that the rest of the Internet remains open to those who have been convicted.

    "Social networking, chat rooms, and instant messaging programs have effectively created a 'virtual playground' for sexual predators to lurk," Pratt wrote in the ruling, citing a 2006 report by the National Center for Missing and Exploited Children that found that one in seven youths had received online sexual solicitations and one in three had been exposed to unwanted sexual material online.

    The American Civil Liberties Union of Indiana filed the class-action suit on behalf of a man who served three years for child exploitation, along with other sex offenders who are restricted by the ban even though they are no longer on probation. Federal judges have barred similar laws in Nebraska and Louisiana.

    "We will be appealing," ACLU legal director Ken Falk said in an email Sunday to The Associated Press. Appeals from federal courts in Indiana go to the 7th U.S. Circuit Court of Appeals in Chicago.

    Courts have long allowed states to place restrictions on convicted sex offenders who have completed their sentences, controlling where many live and work and requiring them to register with police. But the ACLU claimed that that Indiana's social networking ban was far broader, restricting a wide swath of constitutionally protected activities.

    The ACLU contended that even though the 2008 law is only intended to protect children from online sexual predators, social media are virtually indispensable and the ban prevents sex offenders from using the websites for political, business and religious activities.

    But Pratt found that the ban is limited only to social networking sites that allow access by children, and that such sites aren't the only forms of communication on the Internet.

    "The Court readily concedes that social networking is a prominent feature of modern-day society; however, communication does not begin with a 'Facebook wall post' and end with a '140-character Tweet,' " she wrote.

    Though the law doesn't list which websites are banned, court filings have indicated the law covers Facebook, MySpace, Twitter, Google Plus, chat rooms and instant messaging services. Earlier filings indicated LinkedIn was also covered by the ban, but Pratt's ruling said it wasn't because children under 18 can't sign up for it.

    "It is a very well-reasoned opinion and the Indiana statute has certainly attempted to be specific," said Ruthann Robson, a professor of constitutional law at the City University of New York. But she faulted the judge and the law for treating all sex offenders as if they were likely to commit another offense.

    "A better statute might provide for some sort of individualized determination rather than a blanket prohibition," she said.

    Social networking bans have been struck down in two other states.

    In February, U.S. District Judge Brian Jackson found that Louisiana's prohibition was too broad and "unreasonably restricts many ordinary activities that have become important to everyday life."

    Pratt said Indiana's ban wasn't as broad the overturned Louisiana ban.

    Louisiana lawmakers passed a new law last month that more narrowly defines which sites are prohibited. News and government sites, email services and online shopping are excluded from the new rules, as are photo-sharing and instant messaging systems. The measure takes effect Aug. 1.

    In Nebraska, a federal judge in 2009 blocked part of a law that included a social networking ban. A second legal challenge by an Omaha-area sex offender is set for trial in July.

    WASHINGTON (AP) ? It's not just man's closer primate relatives that exhibit brain power. Dolphins, dogs and elephants are teaching us a few lessons, too.

    Dolphin brains involve completely different wiring from primates, especially in the neocortex, which is central to higher functions such as reasoning and conscious thought.

    Dolphins are so distantly related to humans that it's been 95 million years since we had even a remotely common ancestor. Yet when it comes to intelligence, social behavior and communications, some researchers say dolphins come as close to humans as our ape and monkey cousins.

    Maybe closer.

    "They understand concepts like zero, abstract concepts. They do everything that chimpanzees do and bonobos can do," said Lori Marino, a neuroscientist at Emory University who specializes in dolphin research. "The fact is that they are so different from us and so much like us at the same time."

    In recent years, animal researchers have found that thought processes in critters aren't a matter of how closely related they are to humans. You don't have to be a primate to be smart.

    Dolphin brains look nothing like human brains, Marino said. Yet, she says, "the more you learn about them, the more you realize that they do have the capacity and characteristics that we think of when we think of a person."

    These mammals recognize themselves in the mirror and have a sense of social identity. They not only know who they are, but they also have a sense of who, where and what their groups are. They interact and comprehend the health and feelings of other dolphins so fast it as if they are online with each other, Marino said.

    Animal intelligence "is not a linear thing," said Duke University researcher Brian Hare, who studies bonobos, which are one of man's closest relatives, and dogs, which are not.

    "Think of it like a toolbox," he said. "Some species have an amazing hammer. Some species have an amazing screwdriver."

    For dogs, a primary tool is their obsessive observation of humans and ability to understand human communication, Hare said. For example, dogs follow human pointing so well that they understand it whether it's done with a hand or a foot; chimps don't, said Hare, whose upcoming book is called "The Genius of Dogs."

    Then there are elephants.

    They empathize, they help each other, they work together. In a classic cooperation game, in which animals only get food if two animals pull opposite ends of a rope at the same time, elephants learned to do that much quicker than chimps, said researcher Josh Plotnik, head of elephant research at the Golden Triangle Asian Elephant Foundation in Thailand.

    They do even better than monkeys at empathy and rescue, said Plotnik. In the wild, he has seen elephants stop and work together to rescue another elephant that fell in a pit.

    "There is something in the environment, in the evolution of this species that is unique," he says.

    Mayor Cory Booker Scores PR Coup

    Mayor Cory Booker has been written off the national Democratic stage after his recent NBC Meet the Press/Bain Capital dust up with the Obama Campaign. Paul Krugman suggested that Booker?s career was finished, at least in terms of higher, national ambitions.

    But booker is a man of herculean energy and PR abilities. He has again, somehow, managed to get massive amounts of national publicity for coming to the aide of an injured man who had been hit by a car.

    Booker is Mr. Johnny-on-the-Spot. And this talent for inserting himself ?into the spotlight in heroic overtones is a way of creating massive positive media coverage.

    As much as people like to claim they will ?never forget,? Booker understands that if you get enough positive publicity on a regular basis, you can essentially wallpaper over the bad with the good and eventually, you can restore your image to very high levels of approval.

    Anyone who counts out Cory Booker at this stage of his career is making a serious mistake. (And don?t forget, whatever Booker does, he will have Bain and other big Wall Street money backing him financially.)

    Bail Against Artist Ai Weiwei Lifted, But Forbidden To Leave China

    China lifted bail against artist Ai Weiwei this week, but said the artist says officials have his passport, meaning he's been forbidden from leaving the country. The man called "the Chinese Warhol" has long suspected China's $2.5 million tax evasion case against him ? as well as the demolishment of his art studio ? is retaliation for his political dissidence. Last year, Weiwei spent over two months in secret detention without charge.

    The lifting of the bail came this week despite the fact the artist was barred from attending the Beijing court case he filed against the tax bureau. Officials refused to allow his lawyer to enter new evidence or call witnesses. Weiwei is also facing trumped up charges of pornography and bigamy for themes relating to his artwork, as well as illicit exchange of foreign currency. (One wonders where the Chinese government thinks he has found the time to create his art, given his supposed criminal activity.)

    The artist's activism and legal troubles can be seen in the new documentary Ai Weiwei: Never Sorry, by filmmaker Alison Klayman, which debuts July 27. Weiwei grew to prominence after designing the "bird's nest" stadium at the 2008 Olympics in China, but quickly got on the bad side of Chinese authorities for criticizing the country's repressive control. China is so nervous they have banned him from using Twitter (which he refused, until they took his computers) and placed police outside his home to monitor him at all times. ?

    In a piece published this Thursday in the UK Guardian, Weiwei wrote, "Stupidity can win for a moment, but it can never really succeed because the nature of humans is to seek freedom. They can delay that freedom, but they can't stop it."? ?

    Introduction to the History of the Ancient World

    Ancient history is the study of human history from the time it has been recorded up until the Early Middle Ages (5th century AD). Since this period is approximately 5,000 years in length, it is a limited study of human?s time here on Earth. Cultures and events before written records were made are considered to be ?prehistory,? which is not included in the ancient history model.

    How is Ancient History Studied?

    Archaeology is the science and effort behind studying ancient history. A lot of information about a culture can be gathered when artifacts are excavated and examined. Archaeologists spend time on sites and even in the laboratory to discover as much as they possibly can about a civilization and its people.

    People who study in this field also spend a lot of time speaking with local and indigenous people in the area of interest. Some families have passed down oral histories and traditions for generations, which can reveal interesting facts and clues about the ancient culture that lived before them.

    Another method of studying history is by reading source texts. Such documents come from historians that lived during the time of a particular civilization. It?s also possible to find source texts from historians that lived after a civilization fell, as they may have been researchers in their time also.

    Where Did it All Begin?

    The Ancient Near East region is considered to be the birthplace of human civilization. Here we find the first records of agriculture that lasted year-round, a writing system that people used frequently, and plenty of inventions that made life a little easier.

    This region is where modern Iraq, northeastern Syria, and southeast Turkey are today. It is also the place where the first centralized governments, empires, and law codes were established.     Fortunately, sciences like mathematics and astronomy also came from the ancient cultures of the Near East, with one of them being Mesopotamia. The people of this civilization were the first writers, astronomers, and mathematicians.

    Later cultures developed more advanced systems and made significant discoveries in areas of engineering, metallurgy, health, and technology. India and China are credited with many of these advancements that continue to bewilder people today. Many of our modern achievements have come from these ancient peoples.

    A Brief Timeline of Ancient History

    The common eras of ancient history are divided into ages and empires. The Neolithic Age is considered to be prehistory, while the Bronze Age and the Iron Age are part of an initial period that describes the first civilizations with written records. These included the Egyptians, the Indus Valley people, and the Mesopotamians. The approximate time frame of the Bronze Age was from 3000 BC to 1200 BC, and the Iron Age lasted from 1200 BC to 400 AD.

    The Middle Ages and Classical Antiquity are the next, broad references of cultural history that focuses on the civilizations located around the Mediterranean Sea, in Central and South America, and in Asia.

    This Classical Antiquity begins with the Greeks, includes the Romans, and ends with the Late Classical period. During this time of the Middle Ages from 400 AD to 1000 AD and beyond, the Chinese, Persian, and Indian cultures thrived in Asia. In Central America, the Mayan culture began around 1500 BC, and the Aztecs and Incas developed in Mexico and South America around 1300 AD.

    Challenges With Studying Ancient History

    One of the challenges with studying ancient history is the fact that written records only go back so far. Some cultures show evidence of thriving before there were any kind of tablets, texts, or drawings made to record their history. Archaeologists determine this by finding artifacts like handmade tools, pottery, jewelery, statues, and other objects.

    Another concern about studying ancient history is the difficulty in finding enough documents that have survived over time. There are only a small number of records that are available to study, which gives researchers just a small glimpse into the past.

    Last, the literacy factor is another challenge associated with ancient history studies. Civilizations vary greatly in how literate they were in comparison to others; some cultures had highly developed written languages, while others relied on oral traditions.

    These challenges and discoveries make ancient history a worthwhile and exciting field to study.

    Okay, is this going to be more of a school setting, where they have to attend classes?
    Are they actually in trouble, like do they have punishments at the House? (like I mean, in holes, they had to dig holes instead of going to juvie)
    Is this kind of a free RP, character driven?
